Ms Makin is the Service Manager for the Cowra/Grenfell service and was nominated by Judy Delaney.
She said she felt honoured and excited to be a finalist.
"I'm grateful for the opportunity to be recognised," she said.
"Over the years you do put your heart and soul into what you do everyday. All the years of hard work I have done have been recognised by Rotary and the community.
"I'd like to congratulate all the other finalists, throughout Cowra we have some amazing people and I can't take all the credit because without my wonderful team, board and volunteers, I wouldn't be able to do what I do.
"Thanks to Judy for her nomination, I can't believe it.
"Thanks to all our volunteers, our suppliers and those who have supported me in my role, past volunteers and board members, without us being a cohesive team, it wouldn't work," she said.

Ms Makin also thanked the Cowra Business Chamber for their initiative and support of the awards.
Cowra Rotary President Elect, Ian Docker, said there was a lot of support for the awards.
"We've had lots of entries and it [the awards] will be continuing next year and be expanded," he said.
"We're going to look at doing a community award as well. We've had a lot of involvement from the Business Chamber, Jordan Core and his committee have embraced this 100 per cent, it's been fantastic," he said.
Mr Docker said the awards were a positive boost during the COVID-19 lockdowns.
"It's been a fantastic first five, we've had great finalists and I think the town is extremely lucky with how we are going," he said.
"The town hasn't stopped, people think everything has come to a stop, but people are still working.
"In different situations and circumstances, but the town is still chugging along, so these type of things have to keep going.
"It's also more noticeable now the people who are doing better."
Mr Docker said the award had one more finalist to be named before the overall winner was announced at the end of the year.
He said he wasn't sure how the last finalist and award ceremony was going to go.
"We were going to have it at our Changeover, but we don't know if we are going to have one yet," he said.
"Even with the restrictions easing we don't know what's going to happen, it could be a roadside presentation like this one."
Mr Docker said after the overall winner was announced, nominations would begin for finalists for 2020-21.
"If somebody would like to recognise someone out in the workplace be it a nurse, doctor or some front line worker, it would be fantastic," he said.
"There are nomination forms at the Business Chamber website that can be filled in and they will send it straight to us.
"There's also a physical form you can take from the Bendigo Bank."
