Emergency services were called to the scene around 9am.
The motorist, who has been rescued, was believed to be in the vehicle for up to one hour before being rescued.
NSW Ambulance Inspector Peter Rowlands said the vehicle had been deliberately driven into the water.
When emergency services arrived the driver was unable to be accessed or get out of the vehicle safely.
"Emergency services arrived and the ambulance service had special swift water trained crews and a helicopter on the way," Inspector Rowlands said.
"All of a sudden a RFS tanker has driven into the water, which is running extremely fast, and picked up the patient somehow before reversing the vehicle back out of the river.
"Fortunately, the person who drove into the river is okay but probably suffering from a bit of hypothermia," Insp Rowlands said.
Local SES crews and emergency services have attended a number of flood rescues in the Cowra district in recent days.
A driver travelling on the Belubula Way between Canowindra and Mandurama ended up in trouble when he attempted to drive though a swollen creek on Sunday about 4pm.
State Emergency Service Orange unit commander Inspector Rob Stevens said the car stalled in fast-moving water about half a metre deep.
"The driver was still sitting in the car with his seatbelt on, on the phone to the 000 operator when two of our swift-water rescue operators from Orange got to the door," Insp Stevens said.
The man was assisted from the car by SES operators, who put a lifejacket on him and clipped him to themselves before wading him back to dry land.

On November 15 a car was located floating in floodwater on the North Logan Road with police and SES determining that the vehicle was unoccupied.
