Councillors voted to place the draft Code of Meeting Practice on public exhibition for no less than 42 days at the general committee meeting on Monday night.
While council has already implemented many of the provisions, Councillor Judi Smith said webcasting would be a "major change" when introduced from December 14, 2019.
"It's [Code of Meeting Practice] is necessary to have," she said.
"It would be great if other levels of government followed these guidelines as well."
Cowra Mayor, Councillor Bill West said the changes would be minor.
"We have one of the more open and transparent forums around the traps," he said.
Other changes include having an acknowledgement of country and declarations of interest to be made at the commencement of the meeting.
