Councillor Michael Nobes, who says he intends to re-stand when Council elections are held in September, would love to see this figure increase.
He'd also like to see changes to how council meets to make serving on local government more attractive for a broader section of the community.
First elected four and a half year ago Councillor Nobes has joined Cowra Shire deputy mayor Judi Smith in calling for a greater representation on the Cowra council from women.
"I firmly believe that we need more women on local council," Cr Nobes said.
"With only 22% (representation) at the moment women are under represented and there are things that can be done to encourage more females to stand.
"I believe Cowra Council's focus on our Youth Council shows commitment to this encouragement.
"With just over 50% female representatives on the Youth Council, I see this as a positive step towards the future," he said of the need for more women on Cowra Council.
Looking back on the current term of the council, which was increased by 12 months due to Covid-19, Cr Nobes says one of the biggest challenges he has faced is the time that it takes for things to happen.
"I was quite aware of this, being in Defence for 25 years and seeing the government 'wheel' turn slowly, however I was not quite prepared when dealing with it first hand in local government," he said.
"Please don't get me wrong, (things) happen, but it's a slower process than what I would like."
Moving forward Cr Nobes says he'd live to see a change to how the council meets.
"We need to move forward towards a more convenient method of meetings," he said.
"The Covid-19 pandemic proved that meetings can move to online."
This is a move Cr Nobes says could "allow candidates that previously were time poor because of work commitments to stand for council".
Cr Nobes says he has been "privileged to be able to listen to the community and have a small input in the way our town moves ahead".
"My biggest reward from being a local councillor is that I am, hopefully, giving something back to the community that I was born and raised in.
For anyone thinking of standing Cr Nobes says "Some of the bigger challenges for the next council will be listening to the community and moving forward in the right direction with the Low Level Bridge replacement, progressing the heavy vehicle bypass and making headway with the Civic Square Cultural Precinct".
