The in-form Eagles had won three games in a row, including a 17-16 triumph against Orange Emus who last week beat Forbes 36-0.
Country representatives Mahe Fangupo and Charlie French were back for the blues after a win with the Country Cockatoos, as was Chris Miller for Cowra.
The two sides swapped tries in the first half, Cowra opening the scoring for a 5-0 lead before Forbes’ Henry Nash went over in the corner to level it.
Cowra’s Joe Dakuitoga made his way over the line after a prolonged tussle on the visitors’ line, and Forbes’ Jarrod Hall managed to get reach the ball over the line through the legs of Cowra defenders.
The scores were locked at 12-all at the break.
Cowra edged ahead courtesy of a penalty goal to post first points in the second-half.
Forbes went in soon after to pinch the lead and pressure was building on the visitors.
The even contest continued until fulltime, a late penalty awarded to Forbes giving the hosts a 20-15 round 10 win.
Cowra remains in third.
