Officers attached to the Chifley Police District say the charger, a 4.5km fence energiser which is red in colour (similar to the one pictured) and worth around $400, was stolen sometime between Sunday, June 23 and Tuesday, June 25.
The charger was located near the electric fence closest to the Lachlan River.
"Cowra Police are appealing for public assistance in relation to a stealing incident at The Ride[sic] for Disabled ground, Lachlan Valley Way, Cowra (beside the soccer fields)," police said in a statement.
"Police are appealing for the return of the electric fence charger to prevent the horses from getting out of the paddock."
Cowra RDA President, David Hawkins, said it's hard to believe that someone would steal equipment from a charitable organisation.
"It's just so disappointing, the whole Cowra community gets behind us," he said.
"But then they come and this happens, some low life rips it off, it's just disappointing.
Mr Hawkins believes that whoever took the charger must have been down near the river at the time.
"It's just been taken, wires gone, ripped straight off the post," he said.
"I would say they came out of the river because you can't see it from the road."
Mr Hawkins said RDA does not receive state or federal funding and relies on the generousity of the Cowra community and Council to deliver their program.
"Everything we run on is donations or sausages sandwiches," he said.
