The decision was made by council at its July 13 General Committee Meeting in line with its bulk and emergency water supply agreement with Central Tablelands Water (CTW).
The agreement requires council to impose similar restrictions upon consumers serviced with water purchased under the agreement as to those given to consumers serviced by CTW's system.
As of July 6 CTW has resolved to impose level 4 restrictions across its network and informed council that it could do the same for Gooloogong residents.
In a letter to Cowra Council, CTW said the decision to ease the restrictions was due to "substantial inflows in the Lake Rowlands catchment over the past three months".
"As a result increasing the level of Lake Rowlands to 56 per cent."
Councillor Bruce Miller said the decision showed how well the region was going.
"This is good news in that it means the water restrictions are concurring the recommendations from Central Tablelands Water going from Level 5 to Level 4," he said.
"Which is I suppose an indication of what has happened as far as the season is concerned as well, it's a good news story."
Cr Bill West said it showed conditions were moving in the right direction and the good working relationship council had with CTW.
