Dubbo councillor Jane Diffey has been found to have breached the council Code of Conduct. The complaint was dealt with during the closed session of the council meeting on Monday night. However, the resolution was made public. ALSO MAKING NEWS: The Code of Conduct issue steams from an interaction on February 13 with a council staff member. The issue states "councillor Jane Diffey contacted a council staff member in her capacity as the senior electorate officer to Dugald Saunders MP to pressure a change of council operating procedure in favour of her employer". According to the resolution passed by the councillors, the independent, Sydney-based investigator found Cr Diffey to be in breach of the code. Council has requested Cr Diffey issue a written apology to the staff member involved. Council also resolved that the office of Mr Saunders will be "formally advised of all councillor obligations regarding Code of Conduct and conflict of interest matters". They will also request he "instructs his staff not to use their role as a councillor to advocate for the benefit of the local member's office". Each councillor will also be briefed on the guidelines for councillors in situations where they hold duel roles. Further details of the Code of Conduct breach will remain confidential to council. Cr Diffey was not at the meeting. It's the second Code of Conduct complaint to be dealt with by council this month. At an extraordinary meeting earlier in July it was determined councillor Kevin Parker had breached the code due to a racist email he sent.
