Tastebuds in Kendal Street is opting, for now, to remain open only for takeaways.
Owner Narelle Elgar said it simply wasn't worth inviting diners into Tastebuds.
"I have decided not to, it'll cost more to open the doors, we'd have to employ another staff member, everything would have to be sterilised as soon as customer leaves.
"There could be people standing at the front door if they want to come in but you're not guaranteed that you're going to get customers anyway.
"Cowra people are actually still running scared.
"I've been asking customers as they come in (for takeaway) what there thoughts are and the majority is that it's opening up too soon," Ms Elgar said.
Tastebuds will remain open for takeaway 8.30am - 2pm Tuesday to Friday and on Saturday 8.30am to 12 noon.
Meanwhile, just up the road, Kendal Street Cafe will trial the scheme, however owner Cassi Papadimitrious has reservations about the changes.
She said her business has financially struggled throughout the COVID-19 pandemic and doesn't see how allowing 10 patrons at a time will help the situation.
"We are doing it on a trial basis for a few weeks," she said.
"It has got to be viable.
"It's been tough, especially because we have got kids.
"The thought of losing more money makes me so, so sick."
Ms Papadimitrious said while it has been tough, her customers have been tremendous during the pandemic.
"In saying that, we've had really great support from our regular customers," she said.
The Kendal Street team will be opening up their outside area at the front of the cafe and will be open until 12.30pm Monday through to Saturday.
The cafe remains closed on Sundays.
