With the state quickly reopening following the 70 per cent vaccination target, Cowra Japanese Garden and Cultural Centre Manager, Shane Budge, said he was cautiously planning events.

Mr Budge said he had opened dialogue with some of the Garden's regular exhibitors but plans were still up in the air.
"I am talking to some people, but they are from Melbourne so it's a bit hard to say when they might be able to come out," he said.
"We did have tea ceremonies booked in, for Urasenke to come and do school workshops, but with the way things are we've had to put it off until next year.
"So things are still up in the air."
Mr Budge said there were some events that were a little more set in stone but they were still contingent on COVID restrictions.
"(Koyo Matsuri) is on the agenda and I'll work on it. I need to talk to the board about Christmas Carols," he said.
"It will be a matter of working out whether we fit within the rules to be able to host them, a lot of the rules have been written up for venues that have fixed seating, we don't.
"So whether that's addressed by making people space out as they come in, that's something we'll have to explore over the next two or three weeks."
Since reopening the Garden has been quiet, with Mr Budge putting that down to a hesitancy to travel.
"It's been dead quiet but it will bounce back and recover," he said.
"There's been very, very few visitors, even on the weekend, the attendance wasn't big. We'll wait another two or three weeks and things might get back to normal.
"We'll just ride it out and do the best we can in the meantime."
Mr Budge says now is the perfect time to visit, with plenty of spring colour still on offer, though visitors would have to abide by the current COVID restrictions.
"The garden has been spectacular, it's just been a shame we've been closed through a lot of the cherry blossom season," he said.
"But people should come take some pictures, there's plenty of colour."
