The exhibition is a selection of works from the 2020 Operation Art initiative that involves school students from Kindergarten to Year 10 at schools across NSW creating artworks for children in hospital.
Cowra Mayor, Councillor Bill West, said the initiative was important for both the artists and those in hospital.
"The program which encourages students into the libraries and art galleries, providing a forum for the schools and students to demonstrate their visual achievements," he said.
"Stimulating of course artistic talents and also importantly encouraging awareness of how lucky people who aren't in hospital may be and awareness for those a little less fortunate."
He said it was an honour for Cowra to have the touring exhibition visiting for the past 18 years.
"I must say it's a tremendous use of the library to display these types of works," he said.
"Demonstrating not just the capacity of our students but also the understanding of those less fortunate and being able to provide a catalyst for students to be encouraged into the realm of art.
"To do something and put it on display, be seen, have a go and enjoy it."
The opening also included a handover of artworks from the Operation Art Bank to Cowra Hospital. Cr West said it was exciting to have new works presented.
"The last art works presented were back in 2017, I know the manager of the local health district is excited to have these art works in hospitals," he said.
"As we in Cowra look for a redevelopment of our hospital, I hope that we can some how inculcate these works into some area of prominence and importance where people enter the hospital.
"Whilst I open this exhibition, and acknowledge all those involved, I do say to the community at large 'take the time and come along and have a look'.
"Enjoy the thoughts and the talents of our young people and where they are trying to go with their futures."
Cowra and Grenfell Health Service Manager, Pauline Rowston, said the hospital was grateful to receive new art works.
"The hospital has been very lucky to be participating in this program for quite a few years," she said.
"Our last donations were in 2017 and we've been displaying them around the hospital for the last few years.
"So it will be really nice to get this refresh, Mia (Chong) and I are already tossing a coin to see which one of us gets the prize hanging spot in the building.
"We are very appreciative, we love the artworks, we like to have them in a public area where most people can see them as they wander through the hospital.
"So it is really nice to have a donation like this that can be displayed with pride for the young people who put so much time and effort into it."
The Operation Art Touring 50 Exhibition will be open until July 24 at the Cowra Library.
