"The past 16 years have flashed by and although I have seen plenty of changes in the Cowra community and the role of council, this has not dulled my sense of optimism and desire to see a lot more things finalised and improved," she said.
"The biggest challenge in local government is managing the time commitment and my own expectations that I can attend everything.
"Fitting in meetings, reading notes, attending community committees and taking time to spend doing the other things I love such as being with family, reading and gardening is a bit of a challenge."
Cr Fagan said it would be great to have more diversity on Cowra Council to give a different perspective.
She said people from culturally diverse backgrounds, younger people and women need to assess the skills they use every day and consider raising them to the local government level.
"Council does take up valuable family time, however there were plenty of opportunities to make it more flexible if it needed to be," Cr Fagan said.
"Cowra Council has a great executive and leadership team which guides the council's decision making.
"They are very approachable and I know the experienced councillors are keen to help the newcomers.
"There are many rewards and frustrations being a councillor, but I do love when a plan comes together such as the Nature Based Adventure Playground and the main street upgrade.
"Many of the things which we have been able to do, have come through government grants and we are still working through the funding boosts we have received in the past four years.
"There will be some financial challenges for council... as we have a limited and capped rate base and opportunities to raise revenue are few and far between.
"The council is in a strong financial position and our long-term financial plan has a lot of large sewerage and water projects which take most of our revenue for the future, but refurbishing the pool, continuing to upgrade council facilities such as the Civic Square which includes the Civic Centre, Library and Art Gallery are important things on the list."
