This follows an announcement from RSL NSW in mid-February that stated Anzac Day events can take place with restrictions.
President Stephen Overman said while the branch was excited to plan for services and the Anzac Day march, it will all depend on the COVID landscape.
"We just wanted to stress the fact that any of this is up for change at the 11th hour," he said.
"But we will stress there will be something regardless, even if it's just what we did last year. But right now, what we are working on is having everything the same as what we did in previous years with the dawn service and the 10.30am service later then the march.
"The members are really, really keen. Many of the members I've been speaking to are really interested in having a proper Anzac Day service again."
Mr Overman said COVID-19 restrictions will apply to services and marches.
"We will be organising that people have to be counted as they're coming into the area and they're going to have to have their hand sanitiser and things like that," he said.
"If they feel they need it, please don't be afraid to wear a mask."
Mr Overman said NSW RSL are still encouraging people to take part in "Light Up the Dawn", which involved residents standing in their driveway for a private ceremony.
"If they want to bring any pictures of them doing it or any video, bring it down to the sub-Branch so we can share with the state branch," Mr Overman said.
Mr Overman said the branch will also be looking to last year's unique Anzac Day commemoration, which involved Cowra and District Band leader Glenn McLeish playing a bugle on Bellevue Hill.
"We're trying to get the dawn service streaming again like we did last year," he said.
"People were pretty happy with how we handled it last year and I think that's given us new insight into what we can do using technology, where we can use streaming services and things like that to get the Ode and get the Reveille out to everyone.
"So the dawn service can be experienced by everyone, regardless of where they are."
Further details about the live-stream will be released soon.
Mr Overman said residents are welcome, regardless of what takes place on Anzac Day, to bring private tributes to the Cenotaph in Brisbane Street.
"It would be great to see the public out and about and see if we can get this back to some normality," he said.
"We still have badges and things that we will be selling for Anzac Day... we'll probably be out and about soon selling them.
"If the members of the public want them now, they can always come to the sub-Branch on a Wednesday or Friday afternoon, the times are on the door and we'll be able to sell you the badges from there as well.
"All the money from the badge sales goes directly back to Cowra."
Mr Overman also encouraged any ex-service people in the community to consider becoming a member of the sub-Branch.
Those interested can visit the RSL rooms in Brisbane Street on Fridays from 3pm onwards.
"Any ex-service people in the community that aren't a member of the sub-branch, we'd love to see them come in and sign up," he said.
"It's $35 to join and anyone out there who's done service with the Australian Defence Force, we'd love to see them come join us and come have a chat. There's a lot we can offer."
