After 30 minutes of extra-time the teams couldn't be separated and the match was headed for a penalty shoot-out.
It was a disastrous start for Australia, with captain Sam Kerr and Emily Gielnik missing their penalties.
Steph Catley did score her penalty, but it was too little too late as Ingrid Engen scored Norway's fourth penalty to win the match.
