The Southern Lights Project is set to stretch from Bega to Broken Hill, encompasses 41 local government areas (LGA) and will service more than one million people.
Cowra Mayor, Councillor Bill West said the project was an "absolute no brainer".
"It tick every box," Cr West said.
"The return on investment is enormous."
The group will now seek funding through the Snowy Hydro 2.0 Legacy grant.
Cr West said he believes the state government and Essential Energy should be more supportive of the project.
"I don't understand why the state government won't fund this," he said.
It is anticipated that once commenced, the Southern Lights Project will take two to three years to roll out.
