Councillor Peter Wright said the ads describing local government as broken were offensive.
"According to the commercials no local government is fit for the future," Cr Wright said.
"It is in bad taste," he said of the ads which have been screening on commercial television.
"They have thrown us all into the one kettle.
"(The State Government) is telling councils to work together and do things but they're telling people through these ads that we're all broken, its not right.
"Cowra Shire Council has been told it is fit for the future.
"The ads are not pleasant to see, they suggest council hasn't done a good job when its been seen to be fit for the future," Cr Wright said.
Former mayor Bruce Miller agreed with the sentiments expressed by Cr Wright with current mayor Bill West saying the ads bordered on mischievous.
Cr Miller said the ads were a continuation of a process that has been "a total lie from day one without any supporting documentation".
"The State Government has supposed to be in possession of a KPMG report showing the financial benefits of amalgamations but couldn't or wasn't willing to release the report," Cr Miller said.
