George Ridley, Director of Infrastructure and Operations say minor works will still need to be completed however the road will remain open to motorists.
"We will need to install the outrigger lights, however this will be done in conjunction with stage two," he said.
The poled for the street lights will be installed this morning for stage one, however the lights will not be activated until stage two is complete.
Mayor Bill West is pleased with the hard work and good planning which has been displayed by all council staff.
"We are on time, and within the scheduled, tight time frame for stage one and we have also completed stage four ahead of time," he said.
"The council workers have been working bloody hard to get it done," he said.
The main street features rear to kerb parking on the southern side of the street and parallel parking on the northern side.
"The north flowing traffic will not be obstructed by people parallel parking because cars can pull in out of the flow of traffic," Cr West said.
There will be 60 car parks along the stage one section of Kendal Street.
The community is encouraged to head down to the main street to see the work completed so far and call in to the CBD's friendly retailers.
