Police said a woman was pushing her 14-month-old son in a pram along Timbrell Drive at Rodd Point at 10.30am on Tuesday when a man approached her.
The man pulled on the pram, trying to prise it from the woman's grip, but a passing cyclist intervened, forcing the man to flee.
The man was last seen running towards the City West Link.
He was described as being of average height and build, and wearing a blue hooded jumper, pants, black gloves and an NRL Bulldogs scarf wrapped around his face.
Police are appealing for anyone with information to come forward, particularly the cyclist who helped the mother.
