Information from NSW Housing shows Cowra could be short of smaller houses suitable for single person households, if steps aren’t taken to encourage a greater mix of housing.
The need to address potential housing
shortages for single person households was one of several issues raised by Housing NSW in a submission to Cowra Council regarding the Cowra Shire Land Use Strategy.
A key finding of this analysis is the
overwhelming predominance of larger sized dwellings in Cowra and the need to encourage greater diversity to meet the needs of the
community throughout the housing life cycle.
The demographic in Cowra continues to
comprise more aged persons requiring houses that are smaller and easier to maintain.
For various reasons there are also more
people living alone or in smaller family groups than in the past.
NSW Housing has asked Council to consider promoting housing mixes using planning
instruments and future urban design, such as the approach taken by Parramatta City Council who has adopted guidelines specifying a mix of unit sizes in residential flat buildings.
It has been suggested to Council that a similar approach could be considered for townhouse and residential flat development within Cowra.
A percentage requirement could also be set for the number of dwellings in developments suitable for mobility impaired and elderly
residents.
NSW Housing also highlighted the
opportunity for redevelopment of some social housing properties may be available in the future for sites that are well located in terms of
transport and services to Cowra town centre.
The advice received from NSW Housing has been welcomed by Cowra Council, who are
taking steps to develop more appropriate housing guidelines for the Shire.
Council’s Director – Environmental Services Michael Carter said his department is currently preparing new housing guidelines to
complement the new comprehensive local environmental plan to be completed later this year.
The advice from NSW Housing underpins the main findings of the Cowra Shire Land-use Strategy on residential trends and development, and confirms that our strategy is on the right track for the future.
NSW Housing owns and manages
approximately 350 dwellings in Cowra Shire and is therefore the largest owner of residential
housing stock in the Shire.
They also have the expertise and experience to make long term predictions on future housing needs throughout the State.
